Recovery tools must not become people-tracking tools.
SerialCop’s long-term public-safety role is product recovery: identify products, preserve evidence, and support privacy-safe contact with legitimate owners under controlled permissions.
Public information remains limited
The ordinary public registry does not disclose owner names, addresses, precise locations, private evidence, or complete inventories. Agency status does not automatically convert public lookup into unrestricted personal-data access.
Controlled agency access
Future verified agency access should require authenticated institutional accounts, role-based permissions, logged searches, purpose limits, and lawful process where personal information is required. Access should be limited to legitimate product identification, investigation, evidence, and recovery purposes.
Recovery workflow
Authorized recovery partners may use product status to identify a reported lost or stolen item and initiate a controlled owner-contact or agency request. Personal owner information should remain protected until consent, lawful authority, or an approved recovery process permits disclosure.
Auditability and abuse prevention
Sensitive searches and disclosures should be logged and reviewable. SerialCop prohibits use of the network as a general surveillance, advertising, stalking, or people-tracking system.
